Analysis of the Human Resources Potential of the Sports Industry in Lutsk through the Prism of State Recognition of Specialists

Abstract

Relevance. The issue of effective human resources management in particular the human resources of coaches and specialists in the industry is of particular importance in the current context of the physical culture and sports development in Ukraine. The quality of athletes training, the ability to implement modern methods, as well as the preservation of the traditions of the Ukrainian sports school depend on the level of qualification, experience and professional heritage of the coaching staff. Against the backdrop of social and demographic changes, migration of personnel and the gradual ageing of specialists, there is a growing need to study the status and structure of the personnel at the local level. However, the scientific literature and official statistics do not always provide a sufficiently complete picture of the regional dimension of staffing in the field of sports. The Purpose of the Study is to identify the human resources potential of the sports sector of Lutsk through the prism of state recognition of professional achievements and to conduct a quantitative and qualitative analysis of the distribution of coaches by sports, taking into account the availability of honorary titles. Research Methods. Historical and pedagogical analysis of archival documents and materials; content analysis of statistical data, quantitative analysis of personal data of 73 specialists in the sports sector of Lutsk by the following indicators: sport; position; availability of honorary titles: ZTU, ZPFKSU, ZVU; division into coaches, managers, educators. Results of the Study. The article presents a comprehensive analysis of the coaching, administrative and educational staff of the sports industry in Lutsk. A quantitative assessment of the awarded state honorary titles such as Honoured Coach of Ukraine (HCU), Honoured Worker of Physical Culture and Sports of Ukraine (HWPSU), Honoured Teacher of Ukraine (HTU) is carried out. The dominance of the title of ZTU among coaches, the growing role of educators in the system of sports education and the need for increased attention to managers and methodologists have been established. The results can be used to improve personnel policy in physical education and sports. Conclusions. Quantitative indicators of the coaching staff demonstrate that over the decades a powerful coaching staff has been formed. It includes 44 specialists among whom 40 people (90,9 %) have the title of Honoured Coach of Ukraine and 18 people (40,9 %) have Honoured Worker of Physical Culture and Sports of Ukraine. This indicates the exceptional quality of the coaching staff which is able to provide high results in the training of international athletes.
